This Presidential Decree entitles the Ministry of Water Resources with the following tasks: (a) definition of tasks to increase the responsibility of customers, design and contractor organizations, as well as organizations operating water facilities, for taking safety measures during the development, design and estimate documentation, construction and implementation work on the operation of large hydraulic structures; and (b) recruitment of highly qualified consultants, specialists of state bodies and other organizations, research and educational institutions, as well as international organizations and foreign companies in the framework of the fulfillment of the assigned tasks. "Road map on further deepening reforms in the field of water management envisages implementation of the following arrangements: (a) conducting an inventory and gradual improvement of legal acts, technical regulations, regulatory documents for standardization, including the introduction of water-saving and digital technologies, and other documents in the field of technical regulation of the water sector; (b) development of the procedure of filling reservoirs with water and water disposal; (c) development of a procedure for managing water resources through the dispatch service; and (d) gradual creation of a modern system for warning of the population about disasters and emergency situations at large water reservoirs and hydraulic structures (waterworks).
