The President, in order to further develop viticulture and create in the country cluster system for growing, processing and manufacturing of finished products from grapes, supplying the population of the country with quality products, with widespread implementation of effective mechanisms of alcohol market regulation, increasing export potential and investment attractiveness of the sector, and also promotion of viticulture tourism (enotourism), to determine the main directions of development of the wine country: (a) determination of the most optimal areas in favorable areas for specialization in the cultivation of grapes; (b) development of grape cultivation as a national culture based on the national dehkan culture and values of our nation, formed over the centuries; (c) creating a value chain in the sector and by growing grapes in large areas by cluster and cooperative methods. as well as stimulation of storage, selection and processing of grapes; (c) expansion of exports by creating national brands of domestic varieties of wine and promotion thereof to new markets; and (d) scientific cultivation of grapes, development of scientific wine-growing schools in order to create new high-yielding seedless grape varieties, as well as the establishment of a close integration of science and industry. Starting from August 1, 2021 agricultural land plots (irrigated and non-irrigated rainfed lands) shall be transferred for planting of vineyards and development of viticulture on the basis of an open competition. The aforesaid land plots shall be leased for a period of 30 years based on the results of an open competition.
