The President, in order to widely introduce renewable energy sources in the social sphere, housing and communal services and sectors of the economy, to ensure compensation for the energy shortage in the regions by improving energy efficiency, comprehensive organization of work in this field, as well as creating favorable conditions and introducing incentive mechanisms for investors, decrees as follows: (a) to support the proposals of the Ministry of Energy, the Ministry of Economy and Finance, as well as the Ministry of Investment, Industry and Trade, providing for in 2023 commissioning of renewable energy sources with a total capacity of 4,300 MW, including large solar and wind power plants with a capacity of 2,100 MW, solar panels installed on buildings and structures of social facilities and business entities, households with a capacity of 1,200 MW, small photovoltaic stations built by entrepreneurs - with a capacity of 550 MW; (b) to ensure production of an additional 5 billion kilowatt/hour of electrical energy and saving 4.8 billion cubic meters of natural gas in 2023 through the construction of renewable energy installations, the transfer of consumers to alternative energy and the introduction of energy-saving technologies; and (c) to guarantee allocation of funds for these purposes in the amount of a total of 15.4 billion US dollars, including funds of investors within the framework of public-private partnership projects - 13.4 billion US dollars, loans from commercial banks - 1.1 billion US dollars, own funds enterprises - 610 million US dollars, funds of foreign financial organizations - 150 million US dollars, funds of the State budget in the equivalent of 100 million US dollars. Starting from April 1, 2023, natural persons and legal entities that have installed renewable energy sources installations with a total capacity of up to 100 kW are exempt from paying property tax - according to these installations, land tax - for plots occupied by these installations, income tax - accrued on profit for electricity sold by legal entities for the general grid, from the date of their commissioning - for a period of three years, in case of their installation with an electric energy storage system with a capacity of at least 25 percent of the capacity of installed solar panels - for a period of up to ten years. Starting from March 1, 2023, when connecting to the electric grid installations of renewable energy sources that do not exceed the capacity specified in the technical specifications issued for connection to the unified electric power system, no additional technical specification is required.
