The President, with a view of ensuring environmental security, improving ecological situation, stable maintenance of a favorable environmental situation in the country, ensuring the efficiency of public administration in the field of ecology and environmental protection, as well as further accelerating the implementation of preventive measures against environmental offences, decrees to assign the updated main tasks to the State Committee on Ecology and Environmental Protection: (a) implementation of the unified state policy in the field of ecology, environmental protection, sustainable use and restoration of natural resources, preventing the negative environmental impact of human activities; (b) ensuring interaction with the public and institutions of civil society in the field of environmental protection, providing methodological aid and assistance to public control, ensuring the rights of citizens to a favorable environment; (c) ensuring protection of a favorable state of environment, ecosystems, natural complexes and objects; (d) protection of flora and fauna, creation of the necessary conditions for conservation, restoration and development of species diversity of flora and fauna, the integrity of natural communities and their habitats; (e) implementation of state control over compliance with legislation in the field of waste management, creation of a collection, transportation, disposal, processing and burial of household waste with the active involvement of public and private partnerships; (f) establishment of state environmental control for compliance with the legislation on environmental protection and use of atmospheric air, soil, subsoil, water, forests, vegetation and wildlife, protected natural areas; and (g) transformation of the field of ecology and environmental protection into the sphere without corruption , the creation of a system of environmental education and advocacy, promoting activities of research institutes and higher educational institutions.
