Based on Article 6 of the Mekong Agreement, these Procedures for the Maintenance of Flows on the Mainstream (PMFM) set out a framework on how to maintain minimum or maximum levels of river flow in the Mekong mainstream and reverse flow of Cambodia s Tonle Sap River, which connects the mainstream and the Tonle Sap Lake. The intent of the PMFM is to cooperate on the maintenance of a mutually acceptable hydrological flow regime on the mainstream to optimize the multiple uses and mutual benefits of all riparian countries and to minimize the harmful effects. The MRC Joint Committee shall establish technical guidelines. Functions and responsibilities of national MRC Committees are defined.
