The objects of this Protocol are the conservation as well as the development, surface extension and improvement of mountain forests. To these purposes, a mountain forest economy managed in an appropriate and sustainable manner is needed. The Contracting Parties undertake to: (a) adopt methods of natural restoration of forests; (b) pursue well-structured forest resources through suitable tree species; (c) employ autochthonous forest reproduction materials; (d) prevent soil erosion. The above-mentioned aims shall be considered also in other policies with respect to pollution, ungulates' population, grazing in forests, recreational uses of forests and prevention of forest fires. Article 4 encourages cooperation amongst Parties, especially research institutes and forest and environmental organizations. In accordance with article 10, the Contracting Parties undertake to define natural forest reserves. Further, Chapter 3 of the Protocol regards research, education and information. Chapter IV deals with the implementation of these provisions and related controls. In particular, the Parties shall transmit regularly to the Permanent Committee a report relating to the measures that have been adopted on the basis of this Protocol. Thereafter, the Permanent Committee shall elaborate a report to be submitted to the Alpine Conference concerning the compliance with these provisions. The Conference shall, in case of breach of the obligations hereby established, adopt recommendations as appropriate.
The present Protocol has been ratified by the Republic of Austria (BGBl. III No. 233/2002); by the Federal Republic of Germany by Act of 20 August 2002, (BGBl. II p. 1785).
