This Regulation is enacted to protect and make good use of black land, prevent a decrease in the quantity, quality, and ecological function of black soil, promote sustainable use of black soil, maintain national resource security, ecological security, and food security.
The Regulation consists of 8 Chapters: General provisions; Protection and utilization planning; Protection and restoration; Construction and utilization; Monitoring and evaluation; Supervision and administration; Legal liabilities; Supplementary provisions.
People's governments at or above the county level shall take protective measures such as engineering, agronomy, and biology to comprehensively protect the quantity, quality, and ecology of black soil. For planting economic forests on slopes above 15 degrees, tree species should be scientifically selected, the scale should be reasonably determined, and soil and water conservation measures should be taken. When the land management right is transferred, the parties concerned should agree on the content of the protection and utilization of black soil and fulfill the obligation of protection. Any organization or individual shall use black soil sparingly.
