This Regulation aims to protect arable land resources, improve the quality of arable land, improve the ecological environment of arable land, and promote sustainable agricultural development.
Those engaged in activities such as protecting and utilizing cultivated land within the administrative region of Heilongjiang province shall comply with these regulations. The cultivated land mentioned in the Regulation refers to the land designated for planting agricultural crops in the overall land use plan formulated by the people's governments at all levels in accordance with the law.
The Regulation consists of 7 Chapters: General Provisions; Planning and Construction; Protection and Management; Improvement and Utilization; Monitoring and Evaluation; Legal Liability; Supplementary Provisions.
Agricultural administrative departments at or above the county level shall supervise the safe and rational use of pesticides by cultivated land users; agricultural technology promotion agencies at or above the county level shall guide cultivated land users to use pesticides rationally in accordance with the catalog of prohibited and restricted pesticides published by the state. It is forbidden to plant genetically modified crops on arable land that have not obtained a national genetically modified seed production license.
