This Regulation aims to strengthen flood and drought prevention and control, and ensure the safety of people's lives and property. The Regulation consists of 40 articles divided into 5 Chapters: General provisions (I); Disaster prevention (II); Disaster handling (III); Legal liabilities (IV); Supplementary provisions (V).
The governments at or above county level shall set up the Flood Control Headquarters, which shall be responsible for organizing and guiding the work for flood control and flood fighting under the leadership of the Flood Control Headquarter at higher level and the people s government at the same level. The regional water administrative department shall, according to the basin comprehensive plan, organize the formulation of the regional flood and drought prevention and control special plan, which shall be submitted to the regional people's government for approval and shall be incorporated into the overall urban planning. The regional flood and drought control emergency rescue scheme shall be established by the regional water administrative department based on the flood and drought prevention and control special plan. The design, construction, supervision and inspection of flood control engineering facilities shall be in accordance with the relevant laws, regulations, technical specifications and standards to ensure the quality. The date of commencing and ending of the flood season, emergency flood season shall be announced by the regional flood control headquarter. People's governments at various levels shall take measures to improve the overall level of flood and drought control fund allocations.
