These Regulations are formulated to promote water conservation throughout society, improve the efficiency of water resource utilization, form a water-saving production and life style, ensure water security, and promote high-quality economic and social development. The Regulations consist of 6 Chapters: General Provisions; Planning and Construction Control; Whole Process Water Conservation; Guarantee and Supervision Management; Legal Liabilities; Supplementary Provisions.
The entire process of water intake, water supply, water use, drainage, and unconventional water source utilization within the administrative area of this city, as well as its supervision and management activities, shall be governed by these Regulations.
This Beijing Municipal shall establish a water resource reserve system. The municipal water affairs department shall determine the water resource reserve space and reserve water volume based on climate conditions, water resource conditions, etc., and submit them to the municipal people's government for approval. The water affairs department should take measures such as ecological replenishment of rivers and lakes, water source replacement, and artificial recharge to gradually conserve groundwater sources.
