The President, in order to introduce state support mechanisms for the widespread use of renewable energy sources by the population and business entities, to provide them with electrical and thermal energy through these sources, as well as to stimulate the efficient use of energy resources in buildings and structures for administrative and household purposes decrees as follows: (a) to allocate financial incentives for the purchase by the population and business entities of installations of renewable energy sources; (b) to implement targeted measures for the use of alternative energy sources in buildings and structures for administrative purposes, including in settlements and households; (c) to ensure the widest attraction of private investment in the industry by increasing the attractiveness of business projects for the construction of micro and small hydroelectric power plants; and (d) to provide comprehensive support for business entities engaged in the production of solar and wind power plants, as well as small hydroelectric power plants. Natural persons (consumers) shall be granted the opportunity to purchase installations of solar and wind power plants and solar water heating devices (installations of renewable energy sources) of domestic manufacturing, with payment in installments without interest for 3 years at the expense of the Extrabudgetary Intersectoral Fund for Energy Saving the Ministry of Energy. Part of the expenses of consumers who have paid the full cost, purchased and installed installations of renewable energy sources, is compensated at the expense of the Fund in the amount in accordance with Annexes Nos. 1 and 2 to this Decree. Consumers shall be granted the opportunity to pay in installments or deduct the amount of compensation from the final retail price when purchasing renewable energy installations directly from domestic manufacturing enterprises, enterprises providing delivery, installation and start-up services (production and service enterprises), at domestic retail facilities, including through e-commerce tools.
