This Technical Plan for Planting Expansion of Soybean in Liaoning Province in 2022 is a sectoral plan at the provincial level. The objectives of the Plan include: vigorously take the action of soybean planting expansion, select and promote high-yield and high-quality varieties, integrate and promote the green, high-yield and high-efficiency cultivation technology mode, promote the rational rotation of corn and soybean, demonstrate and promote the strip compound planting of corn and soybean, promote the integration of agricultural machinery and agronomy, and the matching of improved varieties and methods, so as to ensure that the soybean planting area of the province will be more than 1.658 million mu in 2022.
To achieve the objectives, the main tasks are proposed in the Plan, including: 1. Optimize the regional production layout, expand the soybean planting area, and give full play to the development potential of different regions and different planting patterns; 2. Strengthen policy guarantee and mobilize the enthusiasm of planting soybean by setting up policies such as soybean producer subsidies and farmland rotation to support farmers, family farms and farmers' professional cooperatives to actively participate in soybean production; 3. Cultivate new entities and develop large-scale business operations through guiding large planters, family farms, farmers' professional cooperatives and other new business entities to expand soybean production according to local conditions, carry out corn and soybean strip compound planting, promote large-scale soybean planting, and give full play to the demonstration role of new business entities; 4. Actively support various professional service organizations, provide trusteeship services for small farmers in soybean production, provide low-cost and convenient services, and continuously improve the coverage of services for small farmers; 5. Strengthen the construction of service standards, service price guidance, service quality monitoring and service contract supervision of soybean production trusteeship, and promote the standardized development of soybean production trusteeship; 6. Carry out high-yield competition and build soybean production demonstration areas; etc.
