Vanuatu Infrastructure Strategic Investment Plan is a national policy with a multi-sectoral approach. The timeframe of the Plan is 10 years between 2015 and 2024. This Plan aims at implementing strategic infrastructure investments across seven economic and social sectors to support sustainable socio-economic development.
Health services will be improved taking into account healthy nutrition. Water and sanitation projects will be developed for each province in accordance with the standards, guidelines, and regulations and thereby regular access to a sustainable safe drinking water supply will be provided to %95 of population.
Sustainable use and management of natural resources will be integrated into the infrastructure development projects to contribute to local long-term growth, diversification, and employment. Furthermore, social and economic development will be achieved in an environmentally sustainable manner through a flourishing and productive natural environment. Ecosystem preservation will be strengthened to maintain the value of critical ecosystem services, even in remote and rural areas.
In order to strengthen rural economy, access to land resources will be provided for the rural communities and the introduction of rural market centres will be promoted. Moreover, the private sector will be encouraged to generate employment in the agriculture, fishery and forestry sectors. Human capacity will be strengthened through better education and human health. The social impact of poor sanitation, such as prevalence of diarrheal disease and child mortality due to water borne diseases, will be documented systematically through the Health Information System. Health services will be improved in quality and accessibility to raise human productivity and longevity in the rural areas. Educational opportunities will be expanded in the rural areas to encourage self-sufficiency. Public awareness will be raised on the consumption of services environmentally and financially sustainable. Data on youth employment and other youth issues will be collected through effective communication to ensure that youth issues are addressed in other sectors.
Existing marine infrastructure, including storage facilities will be upgraded to boost international and domestic shipping opportunities. Infrastructure in the transportation sector will be developed to contribute to the tourism sector. The use of renewable energy will be promoted to ensure secure, reliable, and affordable electricity for all, including communities in remote locations. Moreover, the coverage of rural electrification will be extended by the most cost efficient means. Research and development in agriculture, livestock, fisheries and forestry will be strengthened. Market structures for transport and sale of livestock and fresh produce will be improved. In order to ensure food safety, quarantine and biosecurity services will be improved and central accredited food testing facility will be established.
The resilience of local communities to climate change and disasters will be strengthened by fully integrating climate change mitigation and adaptation, disaster risk reduction and disaster management strategies into sectoral policies and programmes.
