This Plan shall apply to all aspects of fishing, transporting, holding, processing and exporting of marine ornamental fish, invertebrates, live rock, live corals, giant clams and associated products in Vanuatu. In order to maintain long-term maximum social and economic benefits, the management of marine aquarium industry will be strengthened to ensure sustainability of resources, community income earning opportunities, and a source of foreign exchange for the country. Marine aquarium trade fishery, non-target species, and associated and dependent species will be managed with a precautionary principle. To this end, management measures will be applied, including total allowable catch, fishing license, fish export processing establishment license, local collection permit, provincial aquarium permit, reef owner contract, underwater breathing apparatus license and certification of operators of the marine aquarium trade fishery. Furthermore, prohibited fishing gears and methods as well as prohibited fishing areas and time are specified in this Plan. Necessary training on collecting and handling techniques will be organized by the Vanuatu Department of Fisheries. This Plan also underlines that collecting any food fish for the marine aquarium trade fishery and collecting any food fish or other marine products for personal consumption while collecting for the marine aquarium trade are prohibited. Marine Aquarium Trade facilities will be inspected by a fisheries inspector. Environmental impact assessment approval will be required prior to any development for the purposes of land-based holding facilities that may cause adverse impacts to the surrounding environment. Each company shall be obliged to maintain a comprehensive database that includes all relevant information on marine aquarium trade. The Vanuatu Fisheries Department shall be responsible for monitoring of the implementation of this Plan with the purpose of assessing the degree of achievement of each of the objectives and the overall goal of this Plan. In addition to that, the Department of Fisheries shall conduct monitoring activities in collection areas in collaboration with provincial councils and tourist operators in order to assess catch per unit of effort, size structure, and species abundance in management areas.
