3. Requests the Secretariat to maintain and update as needed a list of official contact points and to make it publicly available;
4. Invites non-Party States to nominate, should they wish to do so, contact points for communications concerning matters pertaining to the Convention;
5. Requests the Secretariat to use the list in annex II of the note by the Secretariat of contacts in United Nations bodies and specialized agencies, the International Atomic Energy Agency and the Global Environment Facility for the purpose of inviting observers to the meetings of the Conference of the Parties and its subsidiary bodies and for the purpose of communication with observers during the periods between meetings of the Conference of the Parties and its subsidiary bodies;
6. Also requests the Secretariat to use the list of national and international governmental and non-governmental bodies and agencies in annex III of the note by the Secretariat, as updated at each ordinary meeting of the Conference of the Parties, for the purpose of inviting observers to the meetings of the Conference of the Parties and its subsidiary bodies and for official communication during the periods between the meetings of the Conference of the Parties and its subsidiary bodies;
