Note by the Secretariat Article 4 of the Stockholm Convention on Persistent Organic Pollutants states: “Any State may, on becoming a Party, by means of a notification in writing to the Secretariat, register for one or more types of specific exemptions listed in Annex A or Annex B”. At its seventh session, the Intergovernmental Negotiating Committee for an Internationally Legally Binding Instrument for Implementing International Action on Certain Persistent Organic Pollutants, in its decision INC-7/4 on exempted use, among other things, recognized that some exempted uses pose unique challenges
