Examines extent to which program objectives or desired outcomes have been achieved. Will also measure factors that affect achievement and relationships between program implementation and measured outcomes. These evaluations are ususally conducted when a program is well established (Source: InforMEA)

Systematic and objective assessment of an ongoing or completed project, program, of policy, and of its design, implementation and results, to determine the relevance and fulfilment of objectives, development efficiency, effectiveness, impact, and sustainability. An evaluation should provide information that is credible and useful, so that lessons learned can be incorporated into the decision-making process. (Source: OECD-DAC)
