This Act provides rules relative to the transportation of hazardous substances by rail or road or on inland waterways. The rules apply to packaging and handling of hazardous substances for transportation. By Decree, substances or categories of substances shall be designated to which (specified) rules shall apply. The Act also creates a legal framework for the implementation of international agreements.
