These Measures are enacted to strengthen the inspection and quarantine of entry-exit containers. The Measures consist of 27 articles divided into 6 Chapters: General matters; Inspection and quarantine of entry containers; Inspection and quarantine of exit containers; Sanitary treatment of entry-exit containers; Supervision and administration; Supplementary provisions.
Before the containers enter or exit the country, or transit, the carrier, the owner or its agent must apply for inspection and quarantine to the competent inspection and quarantine authorities. The competent authorities shall carry out inspection and and quarantine of containers in accordance with relevant regulations.
