The purpose of this Regulation is to strengthen the environmental protection management of coastal engineering construction projects, strictly control new pollution, and protect and improve the marine environment. The Regulation consists of 30 Articles.
The coastal engineering construction projects refer to the engineering construction projects, located at or adjacent to the coast, with the body engineering works on the side of the coastline toward the continent, having an impact on the marine environment. The competent department of environmental protection under the State Council shall be in charge of the environmental protection work of the coastal engineering construction projects of the whole country. The construction of a coastal engineering project shall conform to the requirements of the regional environmental protection planning of the economic zone where the project is located. In the feasibility study stage of such projects, environmental impact assessment reports shall be formulated and submitted to the competent department of environmental protection for approval. The facilities for protecting environment shall be checked and accepted by stages. The Regulation also stipulates the penalties for violation.
