The Minister responsible for agriculture and livestock may by Order make Regulations prescribing fees for the following official services rendered to private individuals by officers of the department of agriculture and livestock: issue of import permits for quarantinable material; issue of export phytosanitary and zoosanitary certificates; inspection, treatment and storage of imported quarantinable material; veterinary clinical services; and meat and animal product inspection services. No certificate shall be issued before full payment of the appropriate fee.
