The present Regulations concern the emissions, throughout the territory of the Republic, of all human-generated pollutants (mentioned in Regulation No. 5), excluded the emissions from international maritime activities and the emissions of airplanes (apart the circle of landing and take off). Aim of these Regulations is the reduction of emissions of certain pollutants causing acidification and eutrophication and also the reduction of emissions of substances being precursors of ozone. The scope is to take a step further so as to achieve the long-term objective of not overshooting the critical levels of pollution and to reach an effective protection of the public health caused by the well-known risks of the atmospheric pollution, taking as reference the year 2010. For the achievement of these objectives, the Minister shall take all the necessary measures for establishing the annual emission ceilings of pollutant emissions and prepare programs for the progressive reduction of annual emissions of pollutants. The minister informs the European Commission about the programs according to paragraphs 1, 2 and 3 of Regulation No. 6. The Minister prepares the census of data and the forecasts of emissions using the methodologies based on the Long-range Transboundary Air Pollution Convention which was ratified by the Cypriot Republic in 1991.
