This Act makes provisions for both the health and welfare of animals in Scotland. It amends the Animal Health Act 1981 in parts dealing with the outbreak of diseases, in particular Transmissible Spongiform Encephalopathies (TSEs) in livestock. For this purpose, the Act make provision for the establishment of a breeding programme aiming at breed resistance. It also provides additional powers to prevent the spread of animal diseases regarding, among other things, slaughtering, the issue of "Biosecurity codes" and animal treatment.
As for animal welfare, the Act supersedes a number of existing provisions in animal welfare legislation to prevent cruelty, promote welfare and protect animals in distress.
