This Act concerns the welfare of animals during any treatment or handling of such animals for purposes of scientific experimenting on such animals or research. The Act prohibits the carrying out of "regulated procedures" (as defined) on animals unless the person carrying out such procedure holds a personal licence from the Secretary of State qualifying him or her to apply such regulated procedure. The Act sets out other conditions and requirements for the carrying out of a regulated procedure. A project licence is granted by the Secretary State for a programme of work and authorizes the application, as part of that programme, of specified regulated procedures to animals of specified descriptions at a specified place or specified places. No place shall be specified in a project licence unless it is designated by the Secretary of State as a scientific procedure establishment. The Act also provides for the appointment of inspectors and establishes the Animal Procedures Committee.
