Article 32 (1) of Regulation (EC) No. 1774/2002 allows the adoption of transitional measures. On this basis, the present Regulation lays down a derogation from article 6 (1) and article 7 of that Regulation as regards the collection, transport and disposal of former foodstuffs. Subsequently, the Member States may grant individual authorizations to operators of premises and facilities to apply national rules until 31 December 2005 for the collection, transport and transformation of former foodstuffs of animal origin, or former foodstuffs containing products of animal origin, other than catering waste, which are no longer intended for human consumption for commercial reasons or due to problems of manufacturing or packaging defects or other defects which do not present any risk to human beings or animals. The competent authority shall withdraw any authorization granted under article 1 of this Regulation by 31 December 2005 at the latest.
