The Order regulates the exercise of customary rights regarding the use of forest land and forest products by the holders and users of those rights. In particular, the Order concerns the free exercise of customary rights, the customary transfer within community only, the limitation or removal of customary right and the conditions for such limitation or removal established by law. Part II specifies the role of the Land and Forest Land Distribution Committee with respect to customary rights.

Purpose of this Order is to interpret and clarify the provisions of the following decrees: 1) Prime Minister's Decree No. 169/PM on the Management and Use of Forests and Forest Land; 2) Prime Minister's Decree on the Organisation and the Administration of the Village; 3) Prime Minister's Decree on Land.
