This Decree consists of 21 sections, divided into 7 Chapters: Scope, sphere of application and definitions (I); General provisions (II); Reporting and measures (III); Quarantine zones (IV); Risk zones (V); Observation zones (VI); Final provisions (VII).
The Decree applies to all diseases listed in section 1. The State Animal Health Control Office shall be the supreme authority responsible for the combating of these diseases on a national scale and shall issue further directives in this respect. In general, it shall be prohibited to vaccinate against diseases to which this Decree applies but the Department of Agriculture may grant exemptions to this prohibition. The State Animal Health Control Office shall establish quarantine zones, risk zones or observation zones in case of outbreak of one of the diseases to which the Decree applies and shall take measures for such zones and define the tasks of county veterinarians. Chapters IV, V, and VI specify restrictions on farming and related operations of specified animals for each of the zones. (Completed by 1 Annex specifying incubation periods for each disease)
