This Decree-Law, consisting of 21 articles divided into four Chapters and one Annex, creates the Ministry of Petroleum and Mineral Resources (MPRM). It establishes composition, duties and responsibilities of the above mentioned Ministry, entitled to design and implementation of energy policy and management of mineral resources, including petroleum and other strategic minerals, approved by the Council of Ministers, and by the regulation of the extractive activity, including petrochemical and refining. The competencies of the MPRM are: a) elaborate and propose the policy and draft legislation in the sector; b) establish the system of administration and sectoral management and regulate the activities of the sector; c) ensure Timor-Leste's participation in activities of oil and mineral resources sector through legal, administrative and technical adequate instruments; d) promote national opportunities in the sector to attract external investments; e) monitor the implementation of the Treaties; f) conduct the negotiation process regarding the development model of the 'Greater Sunrise' field or other matters related to the exercise of jurisdiction in the Timor Sea; g) coordinate the execution of the 'Tasi Mane' project by licensing and monitoring the activities carried out in dedicated areas; h) determine specific contractual terms of exploitation of petroleum resources and mining licenses, etc.
