This Regulation concerns the approval of use of feed additives in animal feed. It basically adopts Regulation (EC) No 1831/2003 on additives for use in animal nutrition. The EC Regulation is a text with EEA relevance. The purpose of the EU Regulation is to establish a Community procedure for authorising the placing on the market and use of feed additives and to lay down rules for the supervision and labelling of feed additives and premixtures in order to provide the basis for the assurance of a high level of protection of human health, animal health and welfare, environment and users' and consumers' interests in relation to feed additives, whilst ensuring the effective functioning of the internal market. The Regulation concerns the approval of use of additives in feedstuffs and the control and labelling of feedstuffs or feedstuff preparations. Control on feedstuffs shall be entrusted to the Food Safety Agency. The Agency may grant exemption from rules of this Regulation if they are not contrary to international obligations of Norway.
This Decree makes provision for the implementation in Norway of Regulation (EC) No. 1831/2003 of the European Parliament and of the Council on additives for use in animal nutrition and other specified EC legislation as contained in Chapter II of Annex I of the EEA agreement.
