The projects listed in annex I, and the agricultural, industrial, tourism, housing and infrastructure projects listed in annex III of Decree-Law No. 186/90, incorporating the rules contained in EC Directive 85/337 into Portuguese law, shall be subject to environmental impact assessment when their real or potential impact exceed the limits or proportions authorized by the Decree-Law. Prior to the issue of any licence or permit, the environmental impact assessment shall be submitted by project management to the authorities empowered to approve the work or works. It shall describe: (i) the project (location, construction, operation, funds to be used); (ii) the status of and the changes likely to occur in the project area (account should be taken of physical and ecological factors, the quality of the environment and pollution, the project's socio-economic and cultural context and land use plans); (iii) the project's impact on the environment (liquid or gaseous discharges, noise emissions, damage to the ecosystem, degradation of cultural heritage and socio-economic repercussions) and the remedial measures taken. The environmental impact assessment shall be reviewed by the authority designated by the Minister in charge of the environmental sector concerned. During this review, the relevant authority shall see to it that the persons concerned and the environmental protection associations are consulted and supplied with a non-technical summary of the environmental impact assessment by project management. Comments on and objections to the project arising out of this consultation shall be taken into consideration. If the circumstances so warrant, public meetings, open to all those interested, will be held to discuss specific aspects of the project.
