Regulation on the Ministry of Emergency Situations (Annex 1) determines its status, main tasks, functions, rights and liability. The Ministry is a public administration body in the field of prevention and liquidation of emergency situations of natural and man-made nature, civil protection, hydrometeorology, sustainable operation of waterworks, seismic observations, and safe operation of small vessels, protection of life and health of citizens in waterbodies. The Ministry shall be responsible for timely risk assessment of natural disasters and emergencies, early prevention thereof, complex assistance to the population and early warning of the existing risks, complex monitoring and forecast of risks of hydrometeorological and seismic disasters. Regulation on Center of Hydrometeorological Service determines its status, main tasks, functions, rights and liability. It is a body of public administration authorized to perform tasks in the sphere of hydrometeorology and, in particular: (a) development and improvement of the state system of hydrometeorological observations; (b) provision of public bodies and population with information related to hydrometeorological conditions, climate change and environmental pollution levels; and (c) fundamental and applied research. Regulation on the State Inspectorate for Control and Supervision of technical condition and safety of large and strategically important waterworks determines its status, main tasks, functions, rights and liability. It is public body authorized to perform supervision over safety of waterworks, performing the following tasks: (a) implementation of state control and supervision over the reliability of the technical state of operation and ensuring the safety of large and particularly important waterworks; (b) design, construction, commissioning, operation, reconstruction, repair, conservation and liquidation of large and particularly important waterworks, including the organization of project evaluation, quality control of construction, reconstruction, commissioning, conservation and liquidation; and (c) organization of reliable protection of large and particularly important waterworks.
