The Government, in order to rationally use natural resources, increase production and industrial processing of licorice with the involvement of domestic and foreign companies to organize the production of export-oriented products with high added value, as well as radical improvement of the management system in the sphere of production and industrial processing of medicinal plants, decrees to constitute Association of the organizations for production and processing of medicinal plants. The main tasks of the Association shall be set forth as follows: (a) coordination of the implementation of programs for the integrated development of production and processing of licorice and other medicinal plants, assistance in the implementation of the unified scientific, technical, technological, investment and export policy in this field; (b) consistent increase in the production of licorice root and other medicinal plants through the creation of specialized plantations in areas favorable for their growth, with the introduction of intensive cultivation technologies and the rational use of natural commercial areas under crops; (c) ensuring effective use of licorice raw materials, organizing its deep industrial processing and production of export-oriented products with high added value; (d) participation in drafting regulatory and legal acts aimed at developing the production and processing of licorice and other medicinal plants; (e) active involvement of foreign investments and foreign experts, consultants in the processes of creating new and developing existing capacities for cultivating, processing licorice root and other medicinal plants, introducing advanced technologies in this field; and (f) participation in the effective organization and coordination of work on the training and retraining of personnel for this branch, raising their qualifications on the basis of higher and secondary special, professional educational institutions, including foreign ones.
