The present Act shall ensure that for an effective precautionary environmental planning of public and private projects, the environmental impact shall be identified, described and assessed within the frame of an early and comprehensive environmental impact assessment. In particular, the purpose of the Act is to transpose into national legislation the Directive 2011/92/EU of the European Parliament and of the Council on the assessment of the effects of certain public and private projects on the environment of 13 December 2011 and the Directive 2010/75/EU of the European Parliament and of the Council on industrial emissions (integrated pollution prevention and control) of 24 November 2010. The text consists of 37 articles divided into 5 Parts as follows: General provisions (I); Environmental impact assessment procedures (II); Organization and implementation (III); Legal remedies and right of appeal (IV); Penalties (V); Transitional and final provisions (VI). Four Annexes are enclosed.
