The Regulations prescribe minimum quality standards and controls on the marketing within the European Union of vegetable propagating and planting material other than seed. The Minister shall be the responsible official authority for the purposes of the Directive and of these Regulations and may appoint a person or body to carry out one or more of the tasks of the responsible official authority. A person shall not engage in the supply of propagating or planting material to which these Regulations apply without having prior approval and accreditation from the Minister for this purpose. Before granting such accreditation, the Minister shall be satisfied that the supplier has adequate technical, organizational and other facilities necessary to comply with the standards prescribed by these Regulations in relation to all stages of the production and marketing of the relevant propagating or planting material.
