These Regulations amend the European Communities (Official Controls on the Import of Food of Non-Animal Origin) Regulations 2010 so as to give partial effect to Commission Implementing Regulation (EU) No. 91/2013 laying down specific conditions applicable to the import of groundnuts from Ghana and India, okra and curry leaves from India and watermelons seeds from Nigeria, which amends Regulations (EC) No. 669/2009 and (EC) No. 1152/2009. They appoint the Food Safety Authority of Ireland as the competent authority for the purposes of EU Regulation 91/2013 and of these Regulations shall be the Authority. The Authority or the Health Service Executive, as the case may be, shall carry out official controls on consignments of food and compound food covered by Article 1(1)(a), (d) and (e) and (2) of EU Regulation 91/2013 and may order the official detention of consignments of food where that is required to fulfil its obligations under EU Regulation. The Regulations also provide with respect to fees and sanctions.
