These Regulations implement Council Directive 64/432/EEC on animal health problems affecting intra-Community trade in bovine animals and swine, as last amended by Council Directives 94/42/EC and 95/25/EC. They also provide for (a) the approval of authorised officers to enforce the Regulations, and (b) the prosecution of offences. A person shall not export or import, or attempt to export or import, bovine animals or swine unless they meet the conditions listed in article 4. Additional requirements are specified in article 6 for trade in bovine animals for breeding or production. Other rules concern trade in bovine animals less than 30 months of age for meat production, trade in swine for breeding and production and trade in bovine animals for slaughter. Article 10 prohibits export or import, or attempt to export or import, of bovine animals or swine which have been vaccinated against foot and mouth disease. Article 11 prohibits import or export of swine from areas restricted for classical swine fever. Export of animals shall be carried out from or through a collection centre or assembly point (art. 12). Article 13 concerns Registration of dealers engaged in intra-Community trade.
