These Regulations give effect in Ireland to the provisions of Commission Directive 2013/2/EU and for this reason amend the Waste Management (Packaging) Regulations 2007 in the First Schedule, which illustrates examples of the application of criteria to clarify the definition of packaging. The Commission Directive amends Annex I to Directive 94/62/EC of the European Parliament and of the Council on packaging and packaging waste so as to clarify the definition of packaging .
