These Regulations give effect to Directive 2010/63/EU of the European Parliament and of the Council on the protection of animals used for scientific purposes and to Commission Implementing Decision 2012/707/EU. They provide with respect to procedures for handling and killing of animals for scientific purposes. They place restrictions on use of certain animals which belong to groups such as endangered species, non-human primates, animals taken from the wild, animals bred for use in procedures and stray and feral animals of domestic species. Suppliers, breeders and users shall be authorized by the Irish Medicines Board and require them to designate one or more persons as animal care and welfare officer. The Regulations also establish the National Committee for the Protection of Animals Used for Scientific Purposes.
