This Government Decree implements Council Directive 2000/29/EC on protective measures against the introduction into the Community of organisms harmful to plants or plant products and against their spread within the Community, Commission Implementing Directive 2014/19/EU amending Annex I to Council Directive 2000/29/EC on protective measures against the introduction into the Community of organisms harmful to plants or plant products and against their spread within the Community, Commission Implementing Directive 2014/78/EU amending Annexes I, II, III, IV and V to Council Directive 2000/29/EC on protective measures against the introduction into the Community of organisms harmful to plants or plant products and against their spread within the Community and Commission Implementing Directive 2014/83/EU amending Annexes I, II, III, IV and V to Council Directive 2000/29/EC on protective measures against the introduction into the Community of organisms harmful to plants or plant products and against their spread within the Community. It validates the List of pests, import and distribution of which on the territory of the Republic of Moldova is prohibited, in accordance with Annex No. 1; the List of pests, the import and distribution of which is prohibited in the Republic of Moldova, if they are present on certain plants or plant products, in accordance with Annex No. 2; the List of plants and plant products, import of which into the Republic of Moldova and into certain protected areas is prohibited, in accordance with Annex No. 2(1); the conditions under which harmful organisms, plants and plant products listed in Annexes 1 and 2 to this Decree can be imported and moved in the Republic of Moldova for testing or for scientific purposes and breeding according to Annex No. 3; and the List of plants, plant products and related facilities originating from the Republic of Moldova and from other countries that are subject to phytosanitary control prior to their introduction into circulation on the territory of the Republic of Moldova, in accordance with Annex No. 4. In order to obtain authorization for any activity with prohibited crops, plants and planting material the applicant must submit to the phytosanitary body of the Central administrative authority in the sphere of agriculture application containing the following data: (a) the procedure for applying the necessary measures in case of unforeseen distribution of the material; (b) traceability in case of unforeseen situations; (c) working procedures; (d) liquid and solid waste management procedures; (e) the procedure for destruction/storage of material in safe conditions; (f) procedures for personnel hygiene and disinfection of equipment; (g) security system; (h) the register of input/output accounting for both material and personnel; (i) the procedure for receiving visitors; (j) the procedure for training personnel; and (k) any other evidence confirming compliance with the conditions provided in Annex No. 2.
