The scope of this Law shall be to regulate relations in the field of protection and use of flora. If the international agreement of the Republic of Uzbekistan establishes other rules than those stipulated by the legislation of the Republic of Uzbekistan on the protection and use of flora, the rules of the international treaty are applied. Plant species shall be considered: (a) wild growing plants; (b) wild growing plants products; and (c) botanical collections. Users of plant species can be either natural or legal persons. The main directions of the state policy in the field of protection and use of the flora shall be: (a) development and implementation of state programs, as well as other measures in the field of protection and use of flora; (b) state regulation in the field of protection and use of flora; (c) implementation of state control in the field of protection and use of flora; (d) development of research activities in the field of protection and use of flora; and (e) development of international cooperation in the field of protection and use of flora. Plant protection shall be ensured by: (a) establishment of rules in the field of protection and use of flora, rules and regulations for the use of flora species; (b) the establishment of restrictions and prohibitions on the use of flora species; (c) suspension, termination, cancellation of the right of special use of flora species; (d) prevention of unauthorized use and other violations of the established procedure for the management of flora species; (e) organization of protection of the natural habitats of flora species; (f) recording of rare and endangered wild flora species in the Red Book of the Republic of Uzbekistan; (g) prevention of harmful effects on plant kingdom or its destruction in the process of conduct of economic and other activities; (h) formation and development of protected natural areas; (i) creation of botanical gardens and dendrological parks; (j) growing wild plants in artificially created conditions; (k) application of quarantine measures to protect flora, timely detection and elimination of quarantine and other dangerous pests, plant diseases and weeds; (l) state registration of flora species and the account of volumes of their use; (m) keeping the state register of flora species and monitoring of flora kingdom; (n) control in the field of protection and use of flora; (o) regulation of import into the Republic of Uzbekistan and export of flora species from the Republic of Uzbekistan; (p) organization and conduct of scientific research in the field of protection and use of flora; (q) performance of state environmental audit in the field of protection and use of flora; and (r) application of biotechnical and other measures for the protection and rational use of flora. The Law consists of VI Sections subdivided into 51 Articles. Section I lays down general provisions. Section II deals with regulation in the sphere of protection and management of plant and flora species. Section III regards protection of vegetable kingdom. Section IV establishes requirements for the protection and management of vegetable kingdom. Section V classifies the types of management of vegetable kingdom. Section VI lays down the final provisions.
