This Law aims at rationally developing, utilizing and protecting coal resources, standardizing the production and marketing of coal, and promoting and ensuring the development of the coal industry.
The department in charge of the coal industry under the State Council shall work out the national plan for exploring the coal resources.
The Law sets out requirements and procedures to establish coal mining enterprises and for the construction of coal mines. A production licence shall be obtained to engage in coal production. Requirements for obtaining coal production licences are set out in the text.
The Law further provides for: safety of coal mines; marketing of coal; establishment of coal trading enterprises; protection of coal mining areas; supervision over, and inspection of, the implementation of this Law; legal liabilities; etc.
