This Legislative Decree lays down provisions aimed at preventing risks to public health and guaranteeing fair commercial transactions in the interest of consumer protection. For this purpose, it regulates the performance of controls on foodstuffs, food additives, vitamins, mineral salts as well as materials and articles destined to come into contact with such foodstuffs. Said controls shall comprise one or more of the following operations: (a) inspections; (b) sampling and analysis; (c) inspection of staff hygiene; (d) examination of documentary material; (e) examination of verification systems. The controls shall cover all stages of production, manufacturing, import into the Community, processing, storage, distribution and trade. Article 10 specifies the information to be provided to the European Commission by the Department for the Coordination of the Community Policies and Regional Affairs. In case of detection of toxic fraud or harmful effects of foodstuffs, the inspection body shall inform within 24 hours the Regions concerned, the competent mayor, the Ministry of Health as well as the Ministry for Agricultural and Forestry Policies (art. 11 ). The Ministry of Health shall subsequently inform the European Commission.
