This Regulation aims to protect and improve marine environment, prevent and control pollution, exploit marine resources rationally, maintain ecological balance and promote the sustainable social and economic development. The Regulation consists of 45 Articles divided into 7 Chapters: General Provisions (I); Marine Environment Supervision and Management (II); Marine Ecological Protection (III); Prevention and Control of Marine Environment Pollution (IV); Marine Environment Impact Assessment (V); Legal Liabilities (VI); Supplementary Provisions (VII).
The People's Government of the Autonomous Region shall, in accordance with the requirements for the protection of the marine environment, establish the marine nature reserves, and the marine special protected areas. The People's Governments in the coastal areas shall establish a sound system for the early warning of marine natural disasters and marine environmental pollution accidents. Where it is not specified in the national marine environment quality standards,the marine competent authority of the Autonomous Region shall, according to the autonomous region marine environment quality status and economic and technological conditions, develop regional marine environment quality standards.
