The purpose of these Provisions is to strengthen the entry and exit inspection and quarantine of grains and feeds. The Provisions consist of 31 articles divided into 6 Chapters: General Provisions; Examination and Approval of Quarantine Inspection; Entry Quarantine; Exit Quarantine; Supervision and Inspection; Supplementary provisions.
The General Administration of Quality Supervision, Inspection and Quarantine (hereinafter referred to as AQSIQ) shall take charge of the unified administration of entry and exit inspection and quarantine of grains and feeds of the whole country. With respect to the entry of grains and seeds, the consignors or their agents shall handle and complete formalities of examination and approval of quarantine inspection before the signing of the trade contracts or agreements, and obtain animal and plant quarantine permits. Inspection and quarantine institutions shall carry out inspection and quarantine in accordance with the requirements subscribed in Article 11 and 21 for the entry and exit grain and feed.
In addition, the inspection and quarantine institutions shall implement supervision and administration on the production, processing, loading and unloading, transportation and storage of the entry and exit grain and feed; once a major epidemic situation, quality and safety issues are found, inspection and quarantine institutions shall take the necessary anti-epidemic measures and emergency measures, and immediately report to the AQSIQ.
