These Measures are formulated in order to implement the Flood Control Law of the People's Republic of China. The Text consists of 54 articles divided into 7 Chapters: General provisions (I); Flood control planning (II); Construction and management of projects and facilities for flood control (III); Flood control and flood fighting (IV); Measures of safeguard (V); Legal Liabilities (VI); Supplementary Provisions (VII).
According to Article 7, the municipal, district and county people's governments shall, on the basis of the plans for national economy and social development and in light of the requirements for flood control in cities, formulate the flood control plans. The municipal flood control plan shall be subordinate to the flood control plan for the Hai River Basin.
The people's governments at various levels shall, in accordance with the plans for flood control, dredge rivers and lakes, consolidate the dikes, strengthen the construction and maintenance of reservoirs, sluice gates and other projects and facilities for flood control to reinforce and increase their ability in protecting against floods(art.14). The municipal, district and county people's governments shall respectively set up their flood control headquarters, which shall be responsible for guiding, organizing and directing flood control and flood fighting within their respective administrative areas in a unified way(art.31).
The flood season of this Municipality lasts through June 1 to September 15 of each year. In special circumstances, the municipal flood control headquarter may declare an advance or extension of the flood season(art.34).
