These Measures has been formulated in accordance with the Energy Conservation Law. The Measures consists of 37 articles divided into 6 Chapters: General Provisions (I); Energy conservation management (II); Rational utilization and conservation of energy (III); Technological progress in energy conservation (IV); Legal liabilities (V); Supplementary provisions (VI). The development and reform departments of the people's government at or above the county level shall, together with the relevant energy conservation supervision and management departments, shall develop the long-term special plan and the annual plan of energy saving for their administrative areas. The Measures establish an energy-saving responsibility accountability system and an energy-saving assessment and evaluation system, which take the energy-saving targets as the part of the evaluation on the people's governments at all levels, responsible officers of the relevant departments and key energy using units. The Autonomous Region shall also apply an energy conservation assessment, examination and approval system to the fixed assets investment projects, for the purpose of the rational control of energy consumption increase and the total amount thereof. In addition, the regional government encourages and supports the energy saving activities with the characteristics of the Autonomous Region through financial subsidies, price regulation, tax incentives, preferential procurement, etc.
