The purpose of these Measures is to regulate the regular dam safety inspection of hydropower stations, improve the safety supervision and management level, and ensure the safety of dam operation. The Measures consist of 27 Articles divided into 4 Chapters: General provisions (I); Procedures and requirements of inspection (II); Supervision and administration (III); Supplementary provisions (IV).
Dam safety inspection mentioned in these Measures refers to a regular comprehensive inspection and safety assessment for the structure safety and operation status of a dam under operation. These Measures govern the regular dam safety inspection of large and medium-sized hydropower stations.
The National Energy Bureau is responsible for the comprehensive supervision and management of the regular dam safety inspection. The Dam Safety Monitoring Center of the National Energy Bureau shall take charge of the regular inspection of the dam safety status, and making decision on the dam safety level. Generally dams shall be inspected every five years.
