These Measures are formulated in accordance with the Energy Conservation Law. The Measures consist of 44 Articles divided into 6 Chapters: General Provisions (I); Administration of Energy Conservation (II); Rational Utilization and Energy Conservation (III); Energy-saving Technologies and Incentive Measures (IV); Legal Liabilities (V); Supplementary Provisions (VI).
The Autonomous Region encourages and supports research, development and utilization of new energy and renewable energy, encourages the use of energy-saving technologies and energy-saving products, encourages and guides social capital to invest to in the field energy conservation so as to promote energy-saving technological transformation. The Autonomous Region shall apply a system of responsibility for achieving the goals set for energy conservation and a system for assessing energy conservation, which shall include the assessment of the local people's governments and the leading officers on achievements in energy conservation. Local people's governments at or above county level shall strengthen the leadership in energy conservation and integrate the energy-saving work into national economic and social development planning and annual plans, and organize the formulation and implementation of energy-saving mid-term and long-term planning, as well as annual plans.
