This Act concerns weather and natural disaster forecasting and shall promote capacities of governments, communities and organisations to understand and respond to risks arising from weather events, climate change and geological hazards. any person or agency having responsibilities under this Act, or whose functions or powers may relate to the objectives of this Act, are to apply the precautionary principle when discharging their responsibilities and functions, or exercising their powers. The Director of the Department of Meteorology, the Director of the Department of Geological Hazards and the Director of the Department of Climate Change shall be responsible for the administration of this Act. The Director must advise and assist the Minister and the Director General of the Ministry of Meteorology Geological Hazards and Climate Change in matters relating to his or her Department under this Act. The National Advisory Board on Climate Change and Disaster Risk Reduction is established. Functions and powers of each Director are defined.
The Act also concerns the implementation of the United Nations Framework Convention on Climate Change and any other regional or international convention relating to climate change, meteorology or geological hazards to which Vanuatu is a party, defines offences and grants regulation-making powers to the Minister.
