These Regulations amend the Nitrates Action Programme Regulations (Northern Ireland) 2006 so as to implement Commission Decision 2007/863/EC granting derogation from the limit of livestock manure that can be applied to land each year in Northern Ireland pursuant to Council Directive 91/676/EC concerning the protection of waters against pollution caused by nitrates from agricultural sources. They redefine the conditions in closed periods for the spreading of all manures on a derogated holding. In addition, they establish the requirements and conditions for derogation and provide a right of appeal to the Water Appeals Commission against refusal of derogation application.
